Modelling the Conversation: Using Capella to Drive Stakeholder Engagement in Air Traffic Management

Capella is usually sold as a design tool. On air traffic management work, Fabrice mostly uses it as a facilitation tool.

Operational Analysis and Physical Architecture are the two Arcadia layers stakeholders can read without training. OA describes the operational world in the language controllers and airspace users already use. PA describes the kit that procurement, vendors and integrators care about. Everything between those two layers is where the systems engineer does the hard thinking.

This session covers how those two layers get used to run engagement sessions: what to put on screen, what to keep back, and how a model captures agreement more reliably than a set of minutes ever does.

It then looks at the part that costs real time. Turning a meeting into model changes, keeping the two ends of the architecture consistent when one of them moves, and producing traceable requirements from operational scenarios. With MCP now exposing Capella models to AI agents, that work is becoming automatable in ways worth examining carefully.

Fabrice Theodore (Allayze)

Fabrice Theodore is the Founder and Director of Allayze, a Systems Engineering and AI consultancy based on the Gold Coast, and is currently contracted to Airservices Australia on the Tower upgrade program.

A Chartered Professional Engineer (CPEng, NER) with a Master’s in Systems Engineering from UNSW, he has spent over a decade across defence, rail, aerospace and automotive, including air traffic management and major rail upgrades.

His current work applies systems engineering discipline to AI adoption: multi-agent systems for requirements engineering, on-premise deployment for sensitive environments, and assurance approaches that hold up under scrutiny.

He was awarded Best Paper and Best Presentation at SETE 2026 by the Systems Engineering Society of Australia for this presentation on AI for SE.
